High operations and maintenance costs and low population density in some rural areas result in prohibitively high service fees ? even for a subscriber-owned cooperative structured to prioritize member needs over profits, the analysis found.

Decades ago, cooperatives were key to the expansion of electric and telephone service to underserved rural areas, spurred by New Deal legislation providing low-interest government grants and loans. Public funding for rural broadband access should similarly consider its critical role supporting economic development, health care and education, said Todd Schmit, associate professor in the Charles H. Dyson School of Applied Economics and Management.

?The New Deal of broadband has to incorporate more than building the systems,? Schmit said. ?We have to think more comprehensively about the importance of getting equal access to these technologies.?

Schmit is the co-author with Roberta Severson, an extension associate in Dyson, of ?Exploring the Feasibility of Rural Broadband Cooperatives in the United States: The New New Deal?? The research was published Feb. 13 in Telecommunications Policy.

More than 90% of Americans had broadband access in 2015, according to the study, but the total in rural areas was below 70%. Federal programs have sought to help close that gap, including a $20.4 billion Federal Communications Commission initiative announced last year to subsidize network construction in underserved areas.

Schmit and Severson studied the feasibility of establishing a rural broadband cooperative to improve access in Franklin County in northern New York state, which received funding for a feasibility study from the U.S. Department of Agriculture?s Rural Business Development Program.

The researchers partnered with Slic Network Solutions, a local internet service provider, to develop estimates of market prices, the cost to build a fiber-to-the-home network, operations and maintenance costs, and the potential subscriber base ? about 1,600 residents ? and model a cooperative that would break even over a 10-year cycle.

Federal and state grants and member investment would cover almost the entire estimated $8 million construction cost, so that wasn?t a significant factor in the analysis, the researchers said.

But even with those subsidies, the study determined the co-op would need to charge $231 per month for its high-speed service option ? 131% above market rates. At that price, it?s unlikely 40% of year-round residents would opt for high-speed broadband as the model had assumed, casting further doubt on its feasibility.

The $231 fee included a surcharge to subsidize a lower-speed service option costing no more than $60 ? a restriction the construction grants imposed to ensure affordability. Without that restriction, the high-speed price would drop to $175 and the low-speed climb to $105.

?In short,? the authors wrote, ?grants covering investment and capital construction alone do not solve the rural broadband problem, at least in our study area.?

As an alternative ? though not one available in Franklin County ? Schmit and Severson examined the possibility of an existing rural electric or telecommunications co-op expanding into broadband. They would gain efficiencies from already operating infrastructure such as the poles that would carry fiber lines. In that scenario, the high-speed price improved to $144 a month ? still 44% above market rates.

?These systems are very costly to operate and maintain,? Schmit said, ?particularly in areas like we looked at that are very low density.?

The feasibility improves with growth in a coverage area?s density and ?take rate,? or percentage of potential subscribers signing up at different speeds, according to the analysis. But in Franklin County, the researchers determined a startup co-op would need 14 potential subscribers per mile to break even over 10 years ? more than twice the study area?s actual density.

To better serve such areas, Schmit and Severson said, policymakers should explore eliminating property taxes on broadband infrastructure and payments to rent space on poles owned by regulated utilities, which respectively accounted for 16% and 18% of the proposed co-op?s annual expenses. Those measures reduced an expanding rural utility co-op?s high-speed fee to 25% above market rates, a level members might be willing to pay, the authors said.

?Consideration of the public benefits of broadband access arguably needs to be added to the equation,? they wrote. ?The case was made for electricity and telephone services in the 1930s and similar arguments would seem to hold for this technology today.?

?This study focused on tau, a protein that is critical for stabilizing the structure of nerve cells and has been implicated in Alzheimer?s disease, and whether it plays a role in ALS pathogenesis as it can form aggregates and lead to cellular dysfunction in a number of neurodegenerative disorders,? says senior author Ghazaleh Sadri-Vakili, PhD, director of the NeuroEpigenetics Laboratory at the MassGeneral Institute for Neurodegenerative Disease and the Sean M. Healey and AMG Center for ALS at Mass General.

Using post-mortem brain samples from people with ALS, the researchers discovered that tau and one of its phosphorylated forms are increased in the brains of patients whose cells carry a mutation in the C9orf72 gene that was linked to ALS and dementia 10 years ago. ?We also identified new genetic mutations in the tau gene that are specific to ALS and may have functional consequences that may exacerbate disease onset or progression,? says Sadri-Vakili.

To determine if tau protein is a viable biomarker for ALS, the team measured tau and its phosphorylated form in cerebrospinal fluid from people living with ALS. The investigators demonstrated that increases in these particular forms of tau protein in patients? cerebrospinal fluid correlated with disease progression. Therefore, tau levels ? and specifically the ratio between tau and the phosphorylated form of the tau protein ? might help clinicians predict patients? rate of disease progression. ?These findings are exciting as there is an unmet and urgent need for disease biomarkers in ALS,? notes Sadri-Vakili.

Sebelum berlabuh ke industri musik, dia membangun kariernya dari dunia modeling. Namun ketertarikan Mahalini pada dunia musik sebenarnya sudah terlihat sejak kelas 4 SD yang membuat orangtuanya mengikutkan dirinya kursus vokal. 

Ketika masih SMP, Mahalini bergabung dengan grup vokal sekolah dan mengikuti kompetisi bernyanyi tingkat nasional. Ketika SMA, dia mulai tampil sebagai penyanyi solo dalam beberapa kompetisi bernyanyi.

Pada 2019, dia mengikuti Indonesian Idol X dan bertahan hingga babak lima besar. Dari ajang itu, dia berduet dengan Nuca ?Idol? dalam lagu Aku yang Salah, yang telah ditonton lebih dari 43 juta kali di YouTube.

Namanya semakin melambung setelah merilis lagu Melawan Restu pada 26 Maret 2021. Lagu itu bahkan berhasil membawanya memenangkan penghargaan New Artist of the Year Indonesian Music Awards 2021. 

Selang 7 bulan kemudian, Mahalini kembali merilis lagu Sisa Rasa yang bercerita tentang mendiang ibunya. Lagu itu bahkan membuat dia terpilih sebagai Spotify EQUAL Artist pada Januari 2022.

Dari dunia musik, Mahalini Raharja juga menjajaki kemampuan aktingnya lewat film Kapan Pindah Rumah pada 2021. Dalam film itu, dia beradu akting dengan sederet aktor senior, seperti Indro Warkop dan Cut Mini. 

Seiring dengan kesuksesan kariernya, kehidupan pribadi Mahalini juga menjadi informasi yang selalu dikulik media dan penggemar. Di awal karier, dia sempat dikabarkan dekat dengan Nuca.

Namanya semakin melambung setelah merilis lagu Melawan Restu pada 26 Maret 2021. Lagu itu bahkan berhasil membawanya memenangkan penghargaan New Artist of the Year Indonesian Music Awards 2021. 

Selang 7 bulan kemudian, Mahalini kembali merilis lagu Sisa Rasa yang bercerita tentang mendiang ibunya. Lagu itu bahkan membuat dia terpilih sebagai Spotify EQUAL Artist pada Januari 2022.

Dari dunia musik, Mahalini Raharja juga menjajaki kemampuan aktingnya lewat film Kapan Pindah Rumah pada 2021. Dalam film itu, dia beradu akting dengan sederet aktor senior, seperti Indro Warkop dan Cut Mini. 

Seiring dengan kesuksesan kariernya, kehidupan pribadi Mahalini juga menjadi informasi yang selalu dikulik media dan penggemar. Di awal karier, dia sempat dikabarkan dekat dengan Nuca.

There?s never a dull moment in Miami?s condo market these days. Arte, a 13-story luxury apartment building in Surfside, Fla., perhaps best captures the wild times. 

As the Magic City vies to become a cryptocurrency capital ? hosting the Bitcoin 2021 conference earlier this year and its mayor, Francis Suarez, championing the new technology ? Arte?s developers, Alex Sapir and Giovanni Fasciano, pounced. In May, they sold an apartment for $22.5 million paid for entirely in cryptocurrency. At the time, the deal was said to be the largest transaction using the digital tokens. 

The oceanfront condo, located at 8955 Collins Avenue, sits just two blocks north from Champlain Towers South, now the site of the tragic building collapse that killed nearly 100 people. Even as first responders scoured the rubble, looking for signs of life, one of Arte?s apartments sold for $12 million in late June.

The 12-story building, which was completed in 2020, only holds 16 apartments, two of which were sold to Sapir?s mother and sister for a combined $22.1 million, property records show. 

It?s not just the Sapir family. The property also counts a famous Trump family member and former White House advisor as a tenant. 

Commercial Observer sat down with co-developer Fasciano, who?s originally from Italy, to discuss his embrace of digital money. (The interview was edited for length and clarity.)

Commercial Observer: Why did you decide to accept cryptocurrency?

Giovanni Fasciano: We were at the end of the project and were just missing a few units to sell. We understood that cryptocurrency had created a huge network of new wealth. And we believed that opening up the real estate world to all these new network individuals [would] be a great way for them to move assets into real investments. The market cap of this cryptocurrency is enormous. We?re talking about over $2 trillion.

Can you tell me anything about the buyer?

He?s young. We are covered by an NDA, so we can?t disclose.

But just to give you an idea, our clients until that point were mainly from the Northeast, private equity individuals, high-net worth individuals from New York. These are completely different networks than the one we?re talking about now with cryptocurrency.

Can you walk me through the transaction? How exactly does selling real estate with crypto work? 

Since we couldn?t take any risk on the transaction, we used a third-party company. The transaction was officially in cryptocurrency, but what we got credited was the equal price in US dollars. So at the end, we were paid in US dollars and the third party did the exchange for us. 

[After getting] the offer, we closed in exactly two weeks. The buyer went through the traditional KYC (Know Your Customer) process and requested two days for inspections. The funds were quicker to close ? you cut out a lot of procedures that [involve] the bank system.

You incurred very little risk. So are you surprised that not more developers have embraced this?

I?m actually not very surprised. This is an old-school business. Our procedures are still very old. But I believe that it will only become more accepted as time goes on. Developers need to evolve and modernize. 

Besides crypto, Arte is noteworthy because of its proximity to Champlain South, the condo that collapsed this summer. How has the tragedy affected your building? 

We have a west building on top of our parking space and a beautiful clubhouse with a tennis court [across the street from the main residential building]. For more than a month, we essentially gave first responders food, drinks [at] our west building and clubhouse. They were coming over to dress, to shower. We did the best we could to assist in this tragedy.

Can you tell me more about how the horrific incident affected business? Did it change buyer appetite?

Not at all. We still don?t know why [the building collapsed]. 

After leaving the White House, Ivanka Trump and Jared Kusher have been renting a unit at Arte. How are they as tenants? Was there any blowback from other unit owners, especially after the January 6 riot?

 We are happy to have them as any other new buyers we have in the building ? nothing different than with the rest of the residents.

5. Nakia

Nakia has an interesting role set in the MCU, not only is she a spy, but she serves the most technologically advanced nation on Earth in Wakanda. In characters such as Ulysses Klaw, it?s been established there is a criminal underworld of vibranium smuggling with which Nakia could deal. A short story exploring such encounters would be interesting and worthwhile, perhaps setting up an even more prominent role in Black Panther sequels or the Wakanda spin-off series that is in development.

4. Cosmo the Space Dog

After making a cameo in the Collector?s Vault in Guardians of the Galaxy, it is appropriate we see where this ultra-powerful Labrador went after the power stone?s wreckage set him free. They can establish his power set, which we have not seen yet, tell a cute story about another animal in space, and can act as a full introduction for a character who could be at the forefront of the MCU?s cosmic narratives after ?Guardians of the Galaxy Vol. 3?, perhaps as an Annihilator.

3. Wong

A character whose role is becoming more and more prominent in the MCU, it seems it?s only a matter of time before Wong leads his own project. Now, the Ancient One described the time stone as the sorcerer?s ?chief weapon against darkness?, referring to inter-dimensional threats from the multiverse. This means before the Blip, Wong led the Sanctums without the time stone and without a Sorcerer Supreme. It would be cool to see how Wong defended the Earth from mystical threats in this era.

2. Valkyrie

As the new Ruler of Asgard, Valkyrie is not only carrying a mantle held by Gods for up to millions of years but also is somewhat a political figure for a newly established region in Norway. With New Asgard also being home to several non-humanoid aliens including the likes of Korg and Miek, it would be funny to see how Valkyrie represents the Asgardians in their new home, and how she keeps her people in check with the citizens on Earth. This can easily be depicted as a short story that would make for one of the most interesting MCU one-shots. Or we could just have 5 minutes of Korg and Miek gaming on a Twitch stream.

1. Nick Fury and Talos

Perhaps as an appetizer for Secret Invasion, it would be awesome to see the process in which Fury decided to not only include Skrulls in operations with S.W.O.R.D. but to witness the exact point in which Talos transformed himself into Fury and went to Earth, finding out at which points Fury was actually himself or when Talos was filling in. Whilst we?re sure to find all of this out in Secret Invasion, we simply could never get enough of Fury and Talos. Their dynamics would surely make for one of the most exciting MCU one-shots to date.

With One?Shots finding their way onto Disney Plus, and Marvel Studios using this platform to create content that does not just feature films, Co-President Louis D?Esposito confirmed in October the company is ?working on? more MCU one?shots. Here are five characters that we believe deserve first priority on a short story in the MCU.

5. Nakia

Nakia has an interesting role set in the MCU, not only is she a spy, but she serves the most technologically advanced nation on Earth in Wakanda. In characters such as Ulysses Klaw, it?s been established there is a criminal underworld of vibranium smuggling with which Nakia could deal. A short story exploring such encounters would be interesting and worthwhile, perhaps setting up an even more prominent role in Black Panther sequels or the Wakanda spin-off series that is in development.

4. Cosmo the Space Dog

After making a cameo in the Collector?s Vault in Guardians of the Galaxy, it is appropriate we see where this ultra-powerful Labrador went after the power stone?s wreckage set him free. They can establish his power set, which we have not seen yet, tell a cute story about another animal in space, and can act as a full introduction for a character who could be at the forefront of the MCU?s cosmic narratives after ?Guardians of the Galaxy Vol. 3?, perhaps as an Annihilator.

3. Wong

A character whose role is becoming more and more prominent in the MCU, it seems it?s only a matter of time before Wong leads his own project. Now, the Ancient One described the time stone as the sorcerer?s ?chief weapon against darkness?, referring to inter-dimensional threats from the multiverse. This means before the Blip, Wong led the Sanctums without the time stone and without a Sorcerer Supreme. It would be cool to see how Wong defended the Earth from mystical threats in this era.

2. Valkyrie

As the new Ruler of Asgard, Valkyrie is not only carrying a mantle held by Gods for up to millions of years but also is somewhat a political figure for a newly established region in Norway. With New Asgard also being home to several non-humanoid aliens including the likes of Korg and Miek, it would be funny to see how Valkyrie represents the Asgardians in their new home, and how she keeps her people in check with the citizens on Earth. This can easily be depicted as a short story that would make for one of the most interesting MCU one-shots. Or we could just have 5 minutes of Korg and Miek gaming on a Twitch stream.

1. Nick Fury and Talos

Perhaps as an appetizer for Secret Invasion, it would be awesome to see the process in which Fury decided to not only include Skrulls in operations with S.W.O.R.D. but to witness the exact point in which Talos transformed himself into Fury and went to Earth, finding out at which points Fury was actually himself or when Talos was filling in. Whilst we?re sure to find all of this out in Secret Invasion, we simply could never get enough of Fury and Talos. Their dynamics would surely make for one of the most exciting MCU one-shots to date.

Le gouvernement a décidé d?instaurer un gel des prix des denrées alimentaires de base », proclame-t-elle sur fond bleu, la couleur habituelle de la propagande officielle en Hongrie. « Les prix des produits concernés doivent être fixés de manière à ne pas dépasser ceux du 15 octobre 2021 », détaille le texte avant de lister six denrées de base : sucre glace, farine de blé, huile de tournesol, lait à 2,8 %, poitrine de porc, blanc et carcasse de poulet.

Dans ce supermarché Spar de Budapest, mardi matin, l?effet est immédiat : « Notre blanc de poulet coûte 300 forints (0,85 euro) de moins qu?hier », vante la vendeuse du rayon boucherie derrière une montagne de blancs de poulet roumains vendus à 4,20 euros le kilo. « Avec la différence, on peut s?offrir une carcasse pour la soupe », ajoute-t-elle, en laissant entendre que cela pourrait la pousser à voter pour le premier ministre nationaliste Viktor Orban aux législatives du 3 avril. Researchers studied the eating and mating habits of the small fruit fly Drosophila melanogaster.

They found that females that consumed less food for their entire lives lived longer, however they didn?t reproduce as well as their better-fed counterparts.

But those that switched from a restricted diet to unlimited food, started mating and reproducing more. These flies produced three times more offspring than those that were kept on a restricted diet.

Meanwhile their survival was similar to females that had been fully-fed their whole lives.

Lead researcher Dr Zahida Sultanova, from UEA?s School of Biological Sciences, said: ?Dietary restriction is associated with longer life and better health in many organisms, including humans.

?We wanted to find out what happens when dietary restriction in early in life is followed by eating a lot later in life.?

The team investigated the effect of early life dietary restriction on survival, mating behaviour and reproduction in fruit flies.

While some were given enough food, others were put on a restricted diet with just 40 per cent of their usual intake of yeast.

A third group were put on a restricted diet in early life, followed by being allowed to consume as much as they liked.

Dr Sultanova said: ?Dietary restriction is generally associated with better health and reduced reproduction.

?However, when our flies were switched from a restricted diet to normal eating, they started mating and reproducing more, while their survival became similar to fully-fed females.

?These results in fruit flies show that females reproduce little while they are eating little but they maintain their reproductive health and when they have unlimited food late in life, they immediately start reproducing a lot.

?This shows that reduced reproduction due to eating less in early life can be fully compensated by switching to a rich diet late in life.

?There have been very few studies on dietary restriction and reproductive health in humans ? mainly because these sorts of studies have ethical and logistical limitations.

?However, the results from studies in model organisms suggest that it is worth exploring this further using approaches that are more suitable to humans.?
